Dr. Rochelle Head-Dunham, MD, DFAPA, FASAM, an Endowed Professor at LSU School of Medicine, is an Addiction Psychiatrist with academic appointments as Clinical Associate Professor and Clinical Assistant Professor of Psychiatry at LSU and Tulane University Schools of Medicine, respectively. Her past immediate appointments were Assistant Secretary and Medical Director for the Office of Behavioral Health (OBH) within the Louisiana Department of Health (LDH). In that capacity, she represented the state of Louisiana nationally as the Mental Health and Addictive Disorders Authority, serving as both the Commissioner of Mental Health for the National Association of Mental Health Program Directors (NASMHPD) and the Single State Agency Director for the National Association of Alcohol and Drug Abuse Directors (NASADAD).
Dr. Head-Dunham’s academic and administrative leadership has fostered noteworthy advances in the fields of addiction and mental health. She has served as a subject matter expert on various national and state platforms informing best practices for the field of behavioral health. Her clinical accolades include Clinical Faculty of the Year for the 2021 academic year at LSU School of Medicine. In 2019 she was the recipient of the Nyswander/Dole Award from the American Association for the Treatment of Opioid Dependence, INC. (AATOD). Both awards are demonstrative of her career success as a thought leader and strategist for programmatic and provider development, well documented by extensive lectures and training, both locally and nationally. Her clinical acumen coupled with her transformative management style has shaped an administrative career that fosters enduring changes for both systems, organizational and individual levels of performance.
Dr. Rochelle Head-Dunham is a New Orleans native who currently serves as the Executive Director and Medical Director for Metropolitan Human Services District (MHSD), a state-local governing entity tasked with service delivery for indigent and Medicaid-ensured persons living with mental illness, substance use disorders, and intellectual/developmental disabilities, residing in Orleans and neighboring parishes.
Amy Bakay, a Certified Workplace Mental Health Ally, is the Founder and CEO of HR NOLA, a New Orleans-based HR Consulting and Outsourcing firm supporting businesses nationwide.

When Amy is not busy leading a dynamic HR team, she is an Adjunct Professor for the Master of Jurisprudence in Labor and Employment Law from Tulane University Law School, where she authored and instructs the course “Managing the Employee Life Cycle”. Bakay is a 2018 New Orleans City Business, Woman of the Year, and 2019 Goldman Sachs 10k SMB alumni. She is a Senior Certified Professional from the Society of Human Resources Management and holds a Bachelor of Science in HR from Mississippi College School of Business.
Shelina Davis, MPH, MSW serves as the Chief Executive Officer of Louisiana Public Health Institute (LPHI) where she oversees the LPHI team and offers strategic direction to ensure health and racial equity; and champion health for people, within systems, and throughout communities. Shelina brings over 15 years of experience in public health, health care systems, leadership development, and health equity. Shelina serves on the Boards of the Albert Schweitzer Fellowship – New Orleans, Propeller and CARE: Companions and Animals for Reform and Equity. She was selected as Aspen Ideas Festival Health Scholar, Centers for Disease Control and Prevention Office on Smoking and Health Leadership and Sustainability School Fellow, and National Council for Behavioral Health Addressing Health Disparities Leadership Program Participant.
In April 2020, Shelina served on Louisiana Governor John Bel Edwards’ COVID-19 Health Equity Task Force, Louisiana Prisons Sub-Committee and Louisiana Resilient Commission, Manufacturers Sub-Committee to ensure the safety and well-being of all Louisianans during COVID-19. Currently, she serves on the Louisiana Office of Public Health’s COVID-19 Vaccine Action Collaborative to support efforts to identify and define state-specific priority groups within the national guidance framework and prioritize the allocation of the initial doses of the COVID-19 vaccine.
Prior to joining LPHI, Shelina served as Assistant Vice President of Practice Improvement at the National Council for Behavioral Health based in Washington, DC, where she led the strategic oversight and development of public health initiatives — supporting community-based organizations as well as federal, state, local and tribal governmental agencies and their workforce in competencies in behavioral health as well as achieving health and racial equity.
Shelina holds dual-Masters in Public Health and Social Work from Tulane University Schools of Public Health and Tropical Medicine and Social Work; and a Bachelors of Science in Psychology from Xavier University of Louisiana.
